The Management of Lagos State University (LASU), acting on the directive of the Vice-Chancellor, Professor Ibiyemi Ibilola Olatunji-Bello, has announced the mandatory abolition of paper-based memoranda across all areas of university operations. The directive covers academic, administrative, and support units.

The notice also states that the Lagos State University Electronic Memorandum System (LASU-eMS) will serve as the sole platform for internal memorandum processing.

Effective date and what changes from 1 February 2026

The directive takes effect from 1 February 2026. From that date, all new official internal memoranda must be initiated, processed, and concluded only through LASU-eMS.

One point is clear, and it is operational rather than theoretical: the memo route changes on the date stated; paper will no longer begin the process.

Transition period for paper memoranda already in circulation

A two-week transition period, from 1 February to 14 February 2026, has been approved for clearing paper-based memoranda already in circulation. Beginning 15 February 2026, paper-based memoranda will no longer be accepted or processed.

A practical question follows from the dates (and staff will ask it): what happens to paper memos already moving through offices? The notice answers that by setting the two-week clearing period.

Training scheduled for January 2026

Training for stakeholders and users has been scheduled throughout January 2026. The stated aim is to equip staff across all units to use the system ahead of the commencement date.

Status of LASU-eMS within the university

The Vice-Chancellor has directed the use of LASU-eMS as the only official memorandum-processing platform of the university and has praised the Directorate of Information and Communication Technology for the work.

Compliance and support arrangements
