The applicant must be a student of a Delta State-owned university listed below:

Other eligibility requirements
An applicant must:
- Be of Delta State origin
- Be between 18 and 35 years of age
- Be in 200 Level, 300 Level, or penultimate year
- Have a minimum CGPA of 2.5
