AKSU Recruitment for Registrar, Bursar and University Librarian

Akwa Ibom State University has announced vacancies for three principal officer posts: Registrar, Bursar and University Librarian.

The Governing Council will fill the posts under the relevant provisions of the Universities (Miscellaneous Provisions) Act No. 11 of 1993, the Universities (Miscellaneous Provisions) Amendment Act 2012 and the Akwa Ibom State University Law.

The university invites qualified and experienced candidates to apply for the following posts:

Each post has its own duties, entry requirements, tenure and conditions of service.

Registrar

The Registrar serves as the Chief Administrative Officer of the university.

The officer reports to the Vice-Chancellor and handles the day-to-day administration of the university, except financial matters handled by the Bursar; the Registrar also serves as Secretary to the Governing Council, Senate, Congregation and Convocation.

Requirements for Registrar

Candidates for the post of Registrar must have the First School Leaving Certificate and WASC, SSC, WAEC, NECO, GCE or an equivalent qualification with credit passes in at least five subjects, including English Language.

They must also hold a good honours degree, not below Second Class, from a recognised university, with at least 18 years of cognate experience, preferably in a university or another higher learning setting.

A higher degree will count as an advantage.

Applicants must belong to a recognised professional management body such as NIM, CIPM or ANUPA, and must show a record of sound administrative leadership.

They must not rank below Director of Administration or Deputy Registrar with four years’ experience.

The candidate must work well with others, show good leadership, command respect and relate well with subordinates. AKSU also requires high integrity, moral standard and ICT compliance for this post.

Tenure and Salary for Registrar

The Registrar will serve a single term of five years.

The successful candidate will receive the consolidated salary for Registrars and the usual allowances attached to the post of Principal Officers in Nigerian universities, with other benefits approved by the Governing Council.

Bursar

The Bursar serves as the Chief Financial Officer of the university.

The officer reports to the Vice-Chancellor and manages the day-to-day administration and control of the university’s financial affairs.

Requirements for Bursar

Candidates for the post of Bursar must have the First School Leaving Certificate and WASC, SSC, WAEC, NECO, GCE or an equivalent qualification with credit passes in at least five subjects, including English Language, Mathematics and Economics.

They must also hold a good honours degree, not below Second Class, in Accounting, Economics, Finance or Business Management from a recognised university.

Applicants must belong to ICAN or ANAN.

An MBA or any relevant higher degree will count as an advantage.

The applicant must have at least 12 years of post-qualification cognate experience and must have served as Deputy Bursar for at least four years, preferably in a university or similar setting.

The candidate must show competence, responsiveness, integrity and transparency in financial and human resource management. AKSU also expects ICT compliance and good knowledge of current trends in financial reporting.

Fund Generation Proposal

Each Bursar applicant must write a proposal of not more than 500 words.

The proposal should cover fund generation and management for the university.

Tenure and Salary for Bursar

The Bursar will serve a single term of five years.

The successful applicant will receive the consolidated salary for Bursars and the usual allowances attached to the post of Principal Officers in Nigerian universities, with other benefits approved by the Governing Council.

University Librarian

The University Librarian serves as a Principal Officer of the university.

The officer also acts as the administrative and academic head of the University Library, reports to the Vice-Chancellor and coordinates library services across campuses, colleges, schools, faculties, departments, institutes and other teaching and research units.

Requirements for University Librarian

Candidates must have the First School Leaving Certificate and WASC, SSC, WAEC, NECO, GCE or an equivalent qualification with credit passes in at least five subjects, including English Language.

They must be professionally qualified and practising librarians.

Applicants must hold a good honours degree, not below Second Class, in Library Science from a recognised university, plus a higher degree, preferably a Ph.D., with at least 15 years of relevant experience, preferably in a university or another higher learning setting.

They must have contributed to knowledge through research and publications in reputable journals.

Candidates must also show sound administrative leadership and must not rank below Deputy Librarian with at least four years’ experience.

AKSU requires the candidate to show strong ICT skills, computer-based cataloguing skills and e-library literacy.

Library Duties and Service Focus

The University Librarian must guide the library toward growth and service delivery.

The role covers the running of a sound library system, e-library service backed by traditional library services, programmes that promote information and critical literacy, and coordination of library units in faculties, departments and centres.

Tenure and Salary for University Librarian

The University Librarian will serve a single term of five years.

The successful candidate will receive CONUASS 7 with relevant fringe benefits, the usual allowances attached to Principal Officers in Nigerian universities and other benefits approved by the Governing Council.
