The Federal Ministry of Education has said the Bilateral Education Agreement (BEA) Scholarship has not been reinstated for new awards.
The clarification followed public reading of the 2026 national budget, where the BEA Scholarship still appeared as a budget line. For anyone hoping that the scheme had returned for fresh applicants, the Ministry’s message was plain: the entry in the budget does not mean new BEA scholarships have resumed.
Why BEA Scholarship Appeared In The 2026 Budget
The Honourable Minister of Education, Dr. Maruf Tunji Alausa, CON, explained that the provision came from the 2025 budget.
That budget had already been approved before the suspension of new BEA scholarship awards in April-May 2025. Since budgetary procedures do not allow such provisions to be removed retroactively, the line remained.
What The 2026 Budget Roll-Over Means
The Ministry said the 2026 budget is largely a roll-over of the 2025 fiscal framework.
Existing budget lines, including BEA, were carried forward as part of standard practice; this is why the scholarship item still appeared, even after the decision to stop new awards. The Minister stressed that the allocation is procedural.
It does not signal the return of new BEA scholarship awards.
Can The BEA Budget Line Be Changed?
The Ministry said any adjustment to the BEA budget line can only happen through an approved virement.
That process would allow the budget line to match current government policy, but no fresh award resumption was announced in the clarification.
What Happens To Current BEA Beneficiaries?
Current BEA beneficiaries studying abroad will continue to receive full government support.
This means students already under the scheme remain covered, while the suspension affects new awards. The Ministry also asked the public to disregard misleading interpretations of the 2026 budget provision.
